Building Futures, Changing LivesThe title of Enfield’s second Local Area Agreement, covering the period 2008-11.
CAD dataComputer Aided Dispatch data – CAD is the system used by the Police in London for callouts to incidents, primarily all ‘999’ calls. An incident may or may not lead to an officially recorded crime.
CensusUsually used to refer to the national Census of Population conducted by the ONS, a count of the population with associated characteristics.
Core datasetActually a collection of data, defined by the Observatory team, as priority for collection and updating.
DatasetIn the Observatory a dataset is almost always in the form of a table (or matrix) containing rows and columns with numeric values in the table cells
DCLGDepartment for Communities and Local Government. The Government department responsible for local government and LSPs.
Enfield’s FutureThe Sustainable Community Strategy covering Enfield, produced by the ESP.
ESPEnfield Strategic Partnership – the local strategic partnership (LSP) covering the London Borough of Enfield. LSPs were formed following the Local Government Act 2000; Enfield’s aim is to improve the economic, social and environmental well being of those who live, work, study and do business in Enfield.
Every child really does matterThe title of Enfield’s first Local Area Agreement which has a key theme of addressing the needs of children and their families.
Floor targetsCreated by the ODPM with the aim of reducing deprivation in the worst neighbourhoods in the country, relative to the national average. They are set out within a number of themes such as crime and health.
GISGeographic Information System – software which can record and display geographic information, such as used by the Observatory.
GLAGreater London Authority – the administrative body serving the Mayor of London.
JSAJobseeker’s Allowance – a welfare benefit paid by the Government to those actively seeking work.
LAALocal Area Agreement – an agreement made between a local authority and the Government setting out how local priority issues will be addressed with targets for performance improvement and on outcomes.
Labour forceThe people living in an area who are in work or seeking work.
LBELondon Borough of Enfield – the area covered by Enfield Council, although is also often used to refer to the local authority itself.
LoginA common feature of websites which allows a visitor to a website to enter an ID and password to be able to use more areas of the website (after having registered with the website administrator).
LSPLocal Strategic Partnership. See ESP.
Map layerSoftware such as that used by the Observatory usually separates available map features into layers of information so that they can be individually switched on and off.

MPSMetropolitan Police Service – covers Greater London.
NRFNeighbourhood Renewal Fund – a Government fund that was given to selected local authorities (including Enfield) with the aim of improving conditions in the worst neighbourhoods in the country. Now superseded by the Working Neighbourhoods Fund.
ODPMOffice of the Deputy Prime Minister – the former Government department responsible for local government, now DCLG – the Department for Communities and Local Government.
ONSOffice for National Statistics – the Government agency responsible for publishing official statistics for England & Wales
OutcomeA measure of human behaviour or environmental phenomena, or a situation that can describe the result of an intended action, often expressed as a statistic.
Output AreaAn area defined by the ONS for the purposes of supplying the results of the 2001 Census, averaging around 300 people in size.
PCTPrimary Care Trust – the administrative body responsible for funding primary care services such as doctors and dentists.
PLASCPupil Level Annual School Census – conducted in state schools each January to record basic details of each pupil, notably including ethnic group. Now called simply: School Census.

SOASuper Output Area – an area defined by the ONS for the purposes of statistical reporting. The Observatory uses the ‘lower layer’ of SOAs, averaging around 1500 people in size.
TAGThematic Action Group. There are five such groups, established by the ESP to turn the vision for the community into reality.
Thematic mapMost commonly seen in the style of a ‘colour coded’ (or ranged) map, such as shown on the Observatory poster and as can be produced by use of the Observatory site.
WardA widely used standard geographic area but varying widely in size across the country. Please see the Guide to geographies for further elaboration.
WNFWorking Neighbourhoods Fund. A new dedicated fund for local councils and communities to develop more concentrated, concerted, community-led approaches to getting people in the most deprived areas of England back to work.
WorkforceThe people who work at workplaces in an area.
